    Bug # 005 - Not all themese available to users only admins - thanks to Bob / Colin for the report
    Description - users not able to make their own theme selections
    Solution - Enable themes for all users in ACP - Admin / Setup Error Blame John !!!
    DURATION - Fixed 12-JAN-2020 updated to 5.5.6 and everything rebuilt
    STATUS - Fixed as of 13-Jan-202
