Well after spending an hour crating a nice new middle section for the tank
I finished up installing the engine and guess what, completely forgot I left the front bonnet area bleed valve OPEN !
well actually I was not [pissed for a change it was funny as heck 
So filled rad, and kept filling it, started engine to get it moving then continued to fill it, but even with 19mm hoses AND additional rad at front, after 12L in something was up.
At that point I notioned the tell tail running stream on the garage floor at my feet.
Yip
left the bleed valve open so everything going in was just coming back out.
Ah well, i now have some nice water stains at back of the new middle panel
I did that so it looked authentic "Imp" honest
Always good to see a screw up now and again
